Uttar Pradesh Voter List 2025: Download the 2003 SIR Electoral Roll and Check Your Name

The Special Intensive Revision (SIR) of the voter list has officially started across 12 states and Union Territories from November 4, and Uttar Pradesh is one of them. This time the Election Commission is asking people to look back at a very old record – the 2003 voter list. At first, it may sound strange to check such an old list, but there’s a reason behind it. The SIR team is matching today’s voter names with the 2003 roll to fix missing names, detect duplicates, and clean the data before the 2026 elections.

If you live in Uttar Pradesh, it’s a good idea to take a few minutes and check whether your name or your parents’ name appears in the 2003 voter list. Many people have been surprised after seeing the differences between the old and current list. And honestly, it feels a bit nostalgic too – almost like flipping through an old school register.

Why the 2003 Voter List Matters in This Year’s SIR Drive

The last SIR in UP happened way back in 2003. That’s 22 long years. Since then, families shifted homes, some names were added, some removed, some changed their spelling, and in between all this, many genuine voters got left out. The Election Commission wants to settle all these issues now, so no one faces trouble during voting in 2026.

The 2003 list is the base reference. If your name was there back then, it helps officials confirm your voter status today. This is useful especially for people who suddenly discover their name missing in the current draft list.

How to Download the 2003 Uttar Pradesh Voter List PDF

The process is simple, but you have to go step by step. Here’s how I personally checked mine, and you can do the same:

  1. Go to the official website: ceouttarpradesh.nic.in
  2. Close the pop-up that appears on the homepage.
  3. Move your cursor to “Voter Services”.
  4. Click on “Electoral Roll PDF 2003”.
  5. Now you’ll see two simple fields:
    – Select your District
    – Select your Assembly Constituency (AC)
  6. Press Show.
  7. A table will open with your AC number, part number, polling station name and a download link.
  8. If you don’t find your part number on the first page, click through the page numbers at the bottom. This step takes patience.
  9. Once you locate your part number and polling booth, click the Download button.
  10. Enter the captcha and the PDF will start downloading almost instantly.
  11. Open the PDF and scroll to the second page onward. That’s where you can start searching your name, or your parents’ names, or even relatives.

It feels a bit old-school because the file looks like something from the early 2000s, but it works.

New Digital Upgrade Coming Soon

Anyone who has tried searching the 2003 list will tell you the biggest problem: you must download each polling booth’s PDF separately. If you don’t remember your old booth, the process becomes very tiring.

A new system is being prepared where you can simply type your mohalla or area name, and all related polling booth lists will appear on your screen. No more guessing. No more downloading 10-15 PDFs just to locate one file. This update is expected to be available by the end of the week, and honestly, it will make the entire SIR process far smoother.

Who Needs to Fill the SIR Enumeration Form?

If you are a registered voter in any of these regions – Uttar Pradesh, Madhya Pradesh, Rajasthan, Gujarat, Kerala, Tamil Nadu, Goa, Chhattisgarh, Puducherry, West Bengal, Lakshadweep or Andaman & Nicobar Islands – you must complete the SIR Enumeration Form in the next three months.

You will need to fill the form if:

  • Your name is missing from the current list
  • Your address has changed
  • Your spelling was incorrect
  • There are duplicate entries
  • Your age or details don’t match with your ID

It’s better to fix everything now instead of facing issues during voting season.

Why Names Disappear and How to Fix Them

Many people panic when they don’t find their names. Sometimes the reason is very small:

  • Spelling differences between Aadhaar and voter ID
  • Not responding to BLO visits
  • Changing houses without updating address
  • Old records not matching the 2003 list
  • Incomplete documents uploaded earlier

If your name is missing,

  • Fill Form 6 for new inclusion
  • Fill Form 7 to remove wrong entries
  • Fill Form 8 to correct details

Your BLO will visit or call you for verification. And you can track progress on voters.eci.gov.in anytime.

Why This SIR Really Matters

This entire exercise isn’t just paperwork. It’s about making sure every eligible person gets the right to vote. The Election Commission is trying to bring transparency, and also make the process easier for people who don’t often understand online systems.

For many families, this is the first time they are seeing how their names looked in 2003. It brings a strange mix of curiosity and responsibility. Elections are a huge moment in India, and SIR ensures no one is accidentally left out.
